Yes, many puritan Muslims as well as mediocre Muslims have always been suspicious of the purpose of free vaccine programs by the West in the East and Muslim countries. However, at the most they refused to have their children vaccined.
This new scenario, in which polio team workers are being attacked and killed, is not in response to this mistrust. It is in fact an angry reaction to the act of Dr. Shakeel Afridi, who ran a fake vaccine camp as a means to track down Sheikh Osama bin Laden for America.
As Wikipedia puts it, ‘Humanitarian organizations, including Médecins Sans Frontières, protested the use of a medical charity for espionage purposes believing it would cause suspicion of such organizations in the future and endanger personnel working on such projects…’
This is exactly what has happened. How will we reverse the effect now?
